Title: WEB: Make a Downloads page
Description: THIS IS A PRIORITY TASK.

Currently 'Download' link on the main page (i.e., on https://brlcad.org/) points to Sourceforge files page: https://sourceforge.net/projects/brlcad/files/

This task is to create the downloads page in the same style (ideally using the same stylesheet but not necessary) as the main page.

Bonus points if you can add logic to automatically detect the visitor's current platform, so that it suggests that one first, but not strictly necessary.

Download links should present a meaningful organization.  Usually visitors are looking for binaries for their computer or our latest source code.
