These are various technical reports, mostly but not entirely from BRL and ARL,
that document the history of BRL-CAD and the systems that preceded it.

Generally speaking, the naming convention for files is as follows:

YYYY-MM <Title of Report> <ARL or BRL #> <DTIC number>.pdf

Form 1 documents, when available, will be stored in the 00-Form1 directory and
have the same filename as the document with which they are associated.

The Public Release folder is for reports that may be generally distributed.
Typically these will also be available through the public website at
http://www.dtic.mil, but the copy here may be better than their scan if we
haven't get gotten them to update their copy with our local scans.  The
PDFs stored locally should always be the best available copy (if you have
a better one, let us know!)

The FOUO directory holds reports that are releaseable to DoD and their
contractors - it should *not* be used to hold reports that are government
only, since contractors do have access to that directory.
