Converter completion so all current formats have both import and export

BRL-CAD implements numerous importers and exporters for a wide variety for formats, but not every format has both an importer and an exporter. An old list is available in the repository [1]. This task would involve identifying formats that only have either an exporter or importer and implementing the missing ones.
